13 Mei 1969: Sikap Kaum China Terhadap Artikel 153 Perlembangaan Malaysia

Slip mesej “Sapu Melayu” seperti dalam gambar telah disebarkan melalui angpow Tahun Baru China 1969. Yang jika benar tuduhan ini, membawa implikasi puak cauvanis China telah rancang satu pesta "ajar Melayu" sejak awal tahun lagi. Watak yang memberitahu saya perkara ini telah lama meninggal dunia, tetapi untuk memahami konteks gambar dan tuduhan sila lawati laman ini [i].


Terus terang saya akui, saya bukan seorang ahli sejarah. Saya tidak tahu metode kajian sejarah dan tidak pernah belajar. Saya cuma seorang Melayu celik huruf yang lulus Sijil Pelajaran Malaysia. Maka itu saya terima apa juga kritikan terhadap pengkisahan sejarah yang saya bawa di sini dan dalam posting selanjutnya berkenaan subjek ini.

Tetapi dari atas sejadah tempat saya bersimpoh, dalam maraqobah saya, punca 13 Mei adalah cukup mudah – sikap kaum China terhadap Artikel 153 Perlembagaan Malaysia [1], [2], [3].

Amnya kaum China tersangat benci kepada Artikel 153.

Bagi China Artikel 153 meletakan bangsa Melayu yang mereka pandang rendah dalam segala aspek di satu aras tinggi yang tidak wajar. Kerana Artikel 153 bukan setakat mengisytiharkan ketuanan bangsa Melayu ke atas bumi Malaysia, bahkan menjamin kedudukan itu [4].

Artikel 153 Perlembagaan Malaysia memberikan tanggungjawab kepada Yang di-Pertuan Agong menjaga hak keistimewaan orang Melayu dan peribumi Malaysia, secara kumpulannya dirujuk sebagai Bumiputra. Artikel mengspesifikkan bagaimana kerajaan pusat melindungi kepentingan kumpulan-kumpulan ini dengan mendirikan kuota kemasukan ke dalam perkhidmatan awam, biasiswa dan pendidikan awam. Ia juga biasanya dianggap sebagai sebahagian daripada sosial kontrak, dan biasanya dikatakan sebagai pertahanan legal bagi ketuanan Melayu — kepercayaan orang Melayu bahawa mereka adalah tuan Malaysia.

Sebutlah apa perbalahan kaum antara Melayu dengan China, baik di Sungai Manek, Batu Pahat [5], [6], Rusuhan Maulud Nabi di Singapura dalam tahun 1964 [7], dengan kemuncaknya pada 13 Mei di Kuala Lumpur; atau carilah punca terbakarnya semangat cauvanis dan ethno-centric China yang diklimakskan dengan Operasi Lalang [8], [9] -- Artikel 153 Perlembangaan Malaysia adalah puncanya.

Cuma, kaum China tidak berani berterus terang menyebutnya. Serang secara sipi.

Kerana terlalu acap kali bila tersepit dalam berhujah tentang apa juga isu kaum, mereka akan mengungkit kebebasan bersuara sebagai dijamin oleh social contract. Tanpa menyebut Perlembagaan Persekutuan Malaysia, mereka menyeru kontrak sosial.

Sebaliknya mereka menyerang Dasar Ekonomi Baru (DEB) [10]. Dan selama ini menyerang dan mempertikaikan apa juga penzahiran dan perlaksanaan Artikel 153 Perlembagaan Malaysia. Dan terkini cuba menyerang insan yang dilabel sejarah sebagai pencetus dan pengarang Dasar Ekonomi Baru. Menyerang Almarhum Tun Abdul Razak [11]. Yang sekali imbas memang nampak ada justifikasi [12], tetapi sebenarnya itu satu kesilapan dalam membaca fakta.

Sehubungan ini, izin saya catit dan tekankan di sini bahawa DEB dan apa yang UMNO perjuangkan sepanjang ianya tidak menjadi sekorup wujudnya hari ini, bukanlah sesuatu yang baru. Bukan satu inovasi,bukan satu bid’ah yang bertentangan dengan kontrak sosial yang dipanggil Perlembagaan Malaysia.

Sebaliknya. PAS dan UMNO berserta umat Islam-Melayu lain dalam isu-isu kepentingan bangsa yang dipersetujui bersama cuma ingin melihat Artikel 153 dihayatkan, direalisasikan, diimplementasikan. Itu saja, dan tidak lebih dari itu.

Tetapi perhatikan ironi dan hipokrisi penaakulan (reasoning) barisan intelek kaum bukan-Melayu khususnya China. Mereka tidak teragak-agak bersandar kepada apa juga artikel perlembagaan yang lain, selagi perbuatan itu boleh memanjangkan dan memenangkan hujah mereka. Perhatikan perbuatan ini dalam kes mempertahankan kebebasan untuk murtad atau kebebasan mempertikaikan segala sesuatu yang dilihat istimewa tentang kaum Melayu.

Namun juga amati, perhatikan, tafakurkan, dan tawajuhkanlah jika biasa dengan kaedah ini – bahawa dalam berbuat itu semua mereka langsung tidak mahu menyebut Artikel 153. Seolah-olah Artikel 153 tidak wujud.

Di bawah ialah paparan Artikel 153 selengkapnya [13]. Maaf ianya dalam bahasa Inggeris kerana saya tidak bertemu sumber internet dalam bahasa Melayu yang mudah di cut and paste. Saya ada menyimpan senaskah bahasa Melayu Perlembagaan, tapi seperti ramai Melayu lain, saya juga pemalas. Malas nak menaip panjang-panjang.

Article 153

1. It shall be the responsibility of the Yang di-Pertuan Agong to safeguard the special position of the Malays and natives of any of the States of Sabah and Sarawak and the legitimate interests of other communities in accordance with the provisions of this Article.

2. Notwithstanding anything in this Constitution, but subject to the provisions of Article 40 and of this Article, the Yang di-Pertuan Agong shall exercise his functions under this Constitution and federal law in such manner as may be necessary to safeguard the special provision of the Malays and natives of any of the States of Sabah and Sarawak and to ensure the reservation for Malays and natives of any of the States of Sabah and Sarawak of such proportion as he may deem reasonable of positions in the public service (other than the public service of a State) and of scholarships, exhibitions and other similar educational or training privileges or special facilities given or accorded by the Federal Government and, when any permit or licence for the operation of any trade or business is required by federal law, then, subject to the provisions of that law and this Article, of such permits and licences.

3. The Yang di-Pertuan Agong may, in order to ensure in accordance with Clause (2) the reservation to Malays and natives of any of the States of Sabah and Sarawak of positions in the public service and of scholarships, exhibitions and other educational or training privileges or special facilities, give such general directions as may be required for that purpose to any Commission to which Part X applies or to any authority charged with responsibility for the grant of such scholarships, exhibitions or other educational or training privileges or special facilities; and the Commission or authority shall duly comply with the directions.

4. In exercising his functions under this Constitution and federal law in accordance with Clauses (1) to (3) the Yang di-Pertuan Agong shall not deprive any person of any public office held by him or of the continuance of any scholarship, exhibition or other educational or training privileges or special facilities enjoyed by him.

5. This Article does not derogate from the provisions of Article 136.

6. Where by existing federal law a permit or licence is required for the operation of any trade or business the Yang di-Pertuan Agong may exercise his functions under that law in such manner, or give such general directions to any authority charged under that law with the grant of such permits or licences, as may be required to ensure the reservation of such proportion of such permits or licences for Malays and natives of any of the States of Sabah and Sarawak as the Yang di-Pertuan Agong may deem reasonable, and the authority shall duly comply with the directions.

7. Nothing in this Article shall operate to deprive or authorise the deprivation of any person of any right, privilege, permit or licence accrued to or enjoyed or held by him or to authorised a refusal to renew to any person any such permit or licence or a refusal to grant to the heirs, successors or assigns of a person any permit or licence when the renewal or grant might reasonably be expected in the ordinary course of events.

8. Notwithstanding anything in this Constitution, where by any federal law any permit or licence is required for the operation of any trade or business, that law may provide for the reservation of a proportion of such permits or licences for Malays and natives of any of the States of Sabah and Sarawak; but no such law shall for the purpose of ensuring such a reservation-

* (a) deprive or authorise the deprivation of any person of any right, privilege, permit or licence accrued to or enjoyed or held by him;

* (b) authorise a refusal to renew to any person any such permit or licence or a refusal to grant to the heirs, successors or assigns of any person any permit or licence when the renewal or grant might in accordance with he other provisions of the law reasonably be expected in the ordinary course of events, or prevent any person from transferring together with his business any transferable licence to operate that business; or

* (c) where no permit or licence was previously required for the operation of the trade or business, authorise a refusal to grant a permit or licence to any person for the operation of any trade or business which immediately before the coming into force of the law he had been bona fide carrying on, or authorise a refusal subsequently to renew to any such person any permit or licence, or a refusal to grant to the heirs, successors or assigns of any such person any such permit or licence when the renewal or grant might in accordance with the other provisions of that law reasonably be expected in the ordinary course of events.

1. (8A) Notwithstanding anything in this Constitution, where in any University, College and other educational institution providing education after Malaysian Certificate of Education or its equivalent, the number of places offered by the authority responsible for the management of the University, College or such educational institution to candidates for any course of study is less than the number of candidates qualified for such places, it shall be lawful for the Yang di-Pertuan Agong by virtue of this Article to give such directions to the authority as may be required to ensure the reservation of such proportion of such places for Malays and natives of any of the States of Sabah and Sarawak as the Yank di-Pertuan Agong may deem reasonable, and the authority shall duly comply with the directions.

9. (9) Noting in this Article shall empower Parliament to restrict business or trade solely for the purpose of reservations for Malays and natives of any of the States of Sabah and Sarawak.

1. (9A) In this Article the expression "natives" in relation to the State of Sabah or Sarawak shall have the meaning assigned to it in Article 161A.

10. The Constitution of the State of any Ruler may make provision corresponding (with the necessary modifications) to the provisions of this Article.

Amati peruntukan Artikel ini dengan teliti, dan saya pasti tuan/puan akan boleh teka apa hujah saya selanjut.

"I say this to lay foundation for the question of whether the Federal Constitution does provide for a privileged existence in the manner suggested at the general assembly.

The constitutional provision pivotal to any discussion of this subject is article 153. It refers to the ‘special position’ of the Malays and the natives of Sabah and Sarawak and declares that it is the responsibility of the Yang Dipertuan Agong to safeguard these communities and the legitimate interests of other communities. It does not describe this ‘special position’ as a privileged status.

The founders of the nation did not at any point in time contemplate the creation of a two-tiered society such as some of some might have us believe. They contemplated the possibility that due to historical factors there might be a need to introduce certain measures so as not to allow for the dislocation or marginalizing of certain communities. This was not intended to translate into a promotion of particular communities to the detriment of others.

For this reason, article 153 recognises the legitimate interests of other communities. Further, it provides the means to ensure an adequate balance in the way protection measures are deployed. It is in this light that provision is made for reservation of positions in the public service and of scholarships, exhibitions and other similar educational or training privileges or special facilities given or accorded by the Federal Government and permits and licences where such are required under federal law. This balance is guaranteed further by the express declaration that the provision is not aimed at empowering the restriction of business or trade solely for the purpose of the protective measures. In short, there is no basis for wholesale reservations or quotas.

"Put another way, despite suggestions to the contrary the Federal Constitution does not lend itself to any notions of a privileged existence for any community. It does however envisage a protected status for the Malays and the indigenous which allows for selective measures to be taken fairly and reasonably to a particular end. Any policy of the Federal Government aimed at achieving this end, whether the National Economic Policy, the New Development Policy or otherwise, cannot be seen as vesting greater rights than those contemplated under Article 153. Any other reading would allow for the kinds of abuses that are apparent.

The analysis offered above is not a difficult one. Article 153 is clear. It lends itself to affirmative action where such action is needed. Political expediency has resulted in the provision being mischaracterized and used to particular ends. This in itself is not surprising as politicians will operate as politicians do. What is of interest to me is how and why the characterization has been permitted by Malaysian society to perpetuate to the extent that as we come into our 50th year as an independent nation, the ‘two-tier’ notion has become so entrenched in our social landscape. And why is it that even as the notion continues to divide us, we insist on describing what happens in the country as being a part of a democratic process?

One of the principal reasons for this sad state of affairs is the nurturing of a climate of fear. Laws that allow for preventive detention without trial like the Internal Security Act, that stifle free expression such as the Sedition Act and the Printing Presses and Publications Act and which impede necessary access to vital information such as the Official Secrets Act have kept many Malaysians in the dark and in fear. If they have not been directly threatened or attacked, these laws have allowed the unscrupulous to demonize concerned Malaysians as being anti-Malay or anti-constitutional. They have allowed for the perversion of the social contract theory.

Additionally, a conservative Judiciary which has shied away from developing a strong civil rights tradition in our legal system has perhaps unwittingly allowed for the concomitant undermining of the rule of law. This has weakened our sense of right and wrong.

In this way, policy stereotypes have been permitted to develop and in effect become the law. Our claims to social integration are a hollow boast. Harmony cannot be found at the bottom of the gun barrel that supremacist Malay thinking is pointing at all others including non-extremist Malays.

If UMNO is serious about making amends for what transpired at the general assembly, let us hear then from its leaders of a plan by which the Federal Government intends to take us back to the spirit of protection and the dismantling of the ‘privilege’ mindset. Let us hear an admission of how the climate of fear has led to the development of racist tendencies that no amount of platitudes will help us deal with.

Until then, Malaysians should be forgiven for thinking that they have arrived at the beginning of the end."

I support the Constitution of the special position of the Malay, the role of the Sultan, the preservation of the Malay language and culture. I am glad of the identity of Malaysia so far being rich in culture and having the Bahasa Malaysia language and an official religion of Islam. This are all symbols to celebrate the rich diversity we have. Also it is meant to ensure the Malay culture does not go extinct. This is important as in other countries, the red indians or the Hawaiians fear the loss of their culture, and affirmative action is in place to safe guard against that.

So the special position of the Malays in getting training and in giving them aid when they need it is praise worthy. But, what is to be scorned at:

1. Bumiputera getting housing discount of houses above RM300,000.

2. Bumiputera getting contracts when they are not capable to do it.

3. Chancellors of Universities being elected even when they are not capable.

4. Professors who are not Bumiputera do not get recognized encouraging brain drain in Malaysia and the status of Malaysian universities dropping drastically to a pathetic state losing to all Asian countries.

5. Corruption in the UMNO politicians.

6. Corruption in the Badawi family.

I have mentioned in my other posts that NEP is not Constitutional and has extended its period beyond what has been planned to be necessary. 20 years has passed, but greed has set in. Greed to benefit only a few and not the poverty stricken Malaysians. An affirmative policy that helps the poor regardless of race is needed.

I have also demonstrated in my other post that India has Muslim Presidents despite being 81% Hindu. Similarly, in Australia there are Asian mayors. In New Zealand, America and many countries, top positions are for the capable not based on race or religion.

Now, let us not sweep all discussions under the carpet with the term Article 153. Often, we choose fear over reason but the Constitution is crafted with reason. It is only how later we introduce fear to others and try to usurp more power for certain races.

Article 153 should always be interpreted together with Article 8 that all Malaysians must be treated as equal and dealt with fairly. While the Position of the Bumiputera are respected and their heritage not forgotten, they are not meant to be the guardians of wealth and toll collectors that usurp all oil, money and natural resources till it is left dry.

It is important we publish this, so we do not just shiver when we hear Article 153 and begin to use it to put down another race or think of greedy ways to gain from another. Please read carefully of the necessity for fair treatment.

(1) The scope of the reservation of quotas is only with respect to positions in public service, scholarships, exhibitions and other similar educational or training privileges or special facilities given or accorded by the Federal Government.

(2) The quotas reserved must be reasonable and the reservation of permits and licences for Malays and natives must be of such proportion as may be deemed reasonable.

(3) The special reservation of quotas must not affect the rights of other communities.

Apart from the provisions allowed under the abovementioned Article 153, all citizens of Malaysia must be treated as equal. This is clearly provided for under Article 8 of the Federal Constitution.

Article 8

(1) All persons are equal before the law and entitled to the equal protection of the law.

(2) Except as expressly authorized by this Constitution, there shall be no discrimination against citizens on the ground only of religion, race, descent or place of birth in any law or in the appointment to any office or employment under a public authority or in the administration of any law relating to the acquisition, holding or disposition of property or the establishing or carrying on of any trade, business, profession, vocation or employment.

(3) There shall be no discrimination in favour of any person on the ground that he is a subject of the Ruler of any State.

(4) No public authority shall discriminate against any person on the ground that he is resident or carrying on business in any part of the Federation outside the jurisdiction of the authority.

(5) This Article does not invalidate personal law;

(a) any provision regulating personal law;

(b) any provision or practice restricting office or employment connected with the affairs of any religion, or of an institution managed by a group professing any religion, to persons professing that religion;

(c) any provision for the protection, well-being or advancement of the aboriginal peoples of the Malay Peninsula (including the reservation of land) or the reservation to aborigines of a reasonable proporation of suitable positions in the public service;

(d) any provision prescribing residence in a State or part of a State as a qualification for election or appointment to any authority having jurisdiction only in that State or part, or for voting in such an election;

(e) any provision of a Constitution of a State, being or corresponding to a provision in force immediately before Merdeka Day;

(f) any provision restricting enlistment in the Malay Regiment to Malays.

Saya amat menyesali kelakuan ramai yang mempunyai pandangan myopic atau visi pendek dan fikiran cetek. Jika Malaysia bertanding dengan negara-negara lain dalam dunia globalisasi ini, siapakah yang akan berdagang dengan Malaysia jika 70% aktiviti ekonomi tertumpu kepada Bumiputera atau lebih menonjolkan lagi sepuak bangsa Melayu yang tamak haloba dan bukan semua Bumiputera yang layak menerima bantuan dari DEB.

DEB hanya untuk tempoh sementara untuk membina landasan pembangunan bangsa Melayu. Ia dirancang selama hanya 20 tahun sejak dilancarkan pada tahun 1970. Rancangan DEB semoga bangsa Melayu dan Bumiputera dapat berdikari selepas itu kerana DEB bukan satu-satunya kaedah pengagihan sumber yang efisyen. Ia tidak telus dan tidak menggalakkan penggunaan sumber yang efisyen. Tetapi, DEB sekarang sudah melepasi tempohnya dan digunakan oleh segelintir bangsa Melayu yang mencampuradukkan politik UMNO untuk mengaut kekayaan Malaysia dan merompak dari usaha-usaha dari masyarakat yang lain.

Inilah sebabnya Malaysia tidak mengecapi kejayaan seiras Singapura. Negara-negara lain seperti India, Vietnam, Thailand kian maju bertanding dan mungkin melepasi Malaysia sebelum 2020. Malah dikhuatari Malaysia tidak dapat mencapai Visi 2020 jika diteruskan perkembangan ekonomi yang tidak rancak kini. Perkembangan di bawah 6% yang dialami 2-3 tahun sekarang sudah tentu tidak cukup untuk mencapai Visi 2020.

Inilah masanya bangsa Melayu bangun untuk menyahut cabaran untuk berdikari. Inilah masanya bangsa Melayu tidak bergantung kepada susu ibu lagi. Sudah masanya untuk makanan orang dewasa. Jika 20 tahun masa yang lama, berapakah lamanya lagi nak jadi bayi? Sudah 36 tahun DEB bergiat menghabiskan kekayaan negara dengan tidak menggalakkan pertandingan sewajarnya.

Biarlah 31 Ogos 2007 - tahun kelahiran Malaysia 50 tahun sebagai waktu membangunkan diri dan bebas dari DEB.

Semua hak-hak bangsa Melayu tetap di dalam Perlembagaan Malaysia tetapi bukan DEB. Bangsa Melayu dan Bumiputera sepatutnya diberi peluang pendidikan dan biasiswa tetapi tidak diberi lulus peperiksaan semata-mata dan kemasukan ke dalam universiti secara buta tuli. Kedudukan sultan dijaga tetapi kedudukan Perdana Menteri dan kabinet lain dibuka kepada mereka yang berwibawa tidak kira bangsa dan agama. Agensi kerajaan ditubuhkan supaya lebih giat memberi pinjaman dan nasihat untuk golongan peniaga Bumiputera tetapi tidak membenarkan mereka mengaut projek kerajaan melalui amalan tidak telus, tidak halal dan tidak adil. Inilah masanya bangsa Melayu menyahut cabaran globalisasi sebelum terlambat.

Mansurkan DEB Dasar Ekonomi Baru sebelum terlambat. Jika nak pandai, kita harus mengajar memancing dan bukan memberi hasil tangkapan beribu-ribu ikan. DEB hanya memberi projek kerajaan buta tuli dan mereka yang tidak mampu mengendali projeknya hanya menjadi penjaga tol untuk mengaut kekayaan tanpa sebarang kerja dan usaha. Ini tidak halal dan tidak menggalakkan pembangunan bangsa Melayu.

Mansurkan DEB Dasar Ekonomi Baru sebelum terlambat. Mansurkan DEB sebelum ulangtahun 50 hari jadi Malaysia 31 Ogos 2007.

Saudara Rudin

Amat dikesali Rudin meletakkan gambar tangan dengan perkataan Sapu Melayu adalah karut. Jika sesiapa rajin melawati laman yang dibekal oleh Rudin, terbukti gambar itu digunakan di zaman Komunis dengan mesej yang lain. Saya akan membuat laporan kepada polis jika Rudin tidak menurunkan gambar ini dan mengeluarkan mesej karut yang ingin meningkatkan rasa benci antara kaum di atas tipuan Rudin atau "watak lain". Walaupun jika Rudin tidak mengetahui latarbelakang gambar itu, Rudin mempunyai tanggungjawab sebagai blogger untuk menyemak sumber - lebih lebih lagi Rudin ada halaman web untuk gambar itu. Tipuan ini tidak berasaskan ajaran Al-Quran yang mementingkan penyebaran kata-kata yang ikhlas dan yang meningkatkan ikatan persaudaraan ciptaan Allah S.W.T. Biarlah BERTAUBAT.

Gambar itu mempunyai berita yang demikian - dan bukan Sapu Melayu.

Adakah anda mempunyai gambar atau catatan wartawan tentang slip Sapu Melayu yang dimasukkan dalan angpow Tahun Baru Cina 1969? Jawab saja Ya atau Tidak? Jika tidak, saudara Rudin memang boleh tulis tetapi tidak mensensasikan blog anda dengan gambar karut untuk mendapat kredibiliti dan kesahihan yang dikorek dari lubang tandas.

Biar satu contoh yang karut juga ... Kalau kita dengar khabar angin Najib mengambil C4 dan terlibat dalam tragedi Alanyatullah. Bolehkah kita mempamerkan gambar C4 dipegang satu tangan Melayu dan meletakkan label inilah tangan Najib semasa memegang C4 - si pembunuh.

Adakah ini penulisan bertanggungjawab? Bertaubatlah, saudara Rudin. Ini memang tidak bertanggungjawab. Jika mempunyai khabar angin dan saudara Rudin rajin nak membuat liputan 13 Mei, mungkin kesahihan liputan saudara Rudin ditingkatkan dengan meletakkan nama orang yang melihat atau mendengar berita angpow Tahun Baru Cina. Jika mereka melihat tulis melihat, jika mendengar khabar tulis sedemikian, jangan tulis melihat jika mereka terdengar khabar saja.

Wahai rakyat Malaysia

Thesis utama Dr Kua dalam bukunya Mei 13 adalah untuk menyebarkan rancangan dan konspirasi Tun Abdul Razak dan Harun Idris yang ingin merancangkan koup de tat supaya memulakan NEP dan isu-isu ketuanan Melayu. Ini bermaksud tanpa rancangan sedemikian, peristiwa Mei 13 akan dapat dikawal dengan bantuan polis. Mungkin hanya kes-kes terpencil mati 1-2 orang saja yang akan berlaku. Ini akan dapat dikawal dengan serbuan polis yang tidak berat sebelah.

Soalnya bukan siapa salah. Memang susah nak ditentukan siapa yang marah, siapa yang memulakan perbalahan. Kalau sekarang terdapat rakyat Melayu yang terbaca blog di internet dan memulakan rusuhan, tidak pun dapat dikenalpasti yang saudara Rudin yang bertanggungjawab. Thesis Dr Kua bukan nak salahkan siapa yang marah dulu. Thesis Dr Kua nak kenalpasti kenapa polis dan tentera tidak dapat kawal peristiwa 13 Mei tetapi sebaliknya menggalakkan peristiwa ini. Dan apakah sebab-sebab dan konspirasi disebalik kabir.

Tapi, dengan rancangan dan konspirasi dipenuhi Agenda Melayu - polis dan tentera membenarkan peristiwa ini supaya Tun Abdul Razak dapat naik takhta dan memulakan Agenda Melayu.

Ini menunjukkan bahawa rakyat Malaysia hari ini yang sudah matang tidak akan MENGAMUK lagi apabila NEP dibubarkan. Rasa TAKUT adalah tidak rasional dan tidak harus dijadikan alasan untuk melambatkan pemodenan Malaysia.
